# Cost to Build a House in Toronto: Planning the Complete Budget

By Jarvis Contracting. Published 2026-09-21, updated 2026-10-09.

A complete Toronto house-building budget includes more than the construction price. Separate the land, design and approvals, site preparation, servicing, building work, taxes and financing costs before comparing proposals. A price per square foot is useful only when the included work and measured floor area are clear.

## Build the budget in layers

| Budget layer | Questions for the proposal |
|---|---|
| Property | Is land already owned? What acquisition costs are outside the build? |
| Design and investigations | Which surveys, drawings, engineering and site investigations are included? |
| Approvals | Who checks zoning, prepares applications and pays the applicable fees? |
| Site and services | What is allowed for demolition, access, utility connections and ground conditions? |
| Construction | Does the price cover the complete specified house or only selected stages? |
| Completion | Are landscaping, driveways, appliances and final documents included? |
| Owner's costs | What are the implications for temporary housing, financing and insurance? |

Put an amount, an allowance or an explicit unresolved item beside every line. An empty line is not evidence that the cost is included. Ask who will obtain the information needed to replace an allowance with a defined scope.

## Make square-foot figures comparable

Check whether both proposals measure the same area. Ask how they treat basements, garages, porches, double-height spaces and exterior work. A smaller house can still need substantial site preparation and servicing, so dividing one total by floor area does not make every project comparable.

Ask for the date and scope behind any published benchmark. This guide deliberately does not turn a generic market range into a quote for an unseen property. A project-specific budget requires a site, a design brief and a clear set of inclusions.

## Confirm the current municipal items

Use the [City of Toronto building and construction information](https://www.toronto.ca/services-payments/building-construction/) to identify the relevant approval process. Ask the design team which current fee schedules, servicing requirements and other municipal charges apply to your proposal. An earlier project's fees do not establish the fees for a different application.

If the site is constrained, work through access and construction sequencing before pricing. Our [narrow-lot planning article](https://www.jarviscontracting.ca/post/building-on-a-narrow-lot-in-toronto-design-options-constraints-and-next-steps) explains the questions that arise before choosing a floor plan.

## Choose the right service for the decision

A replacement house and a renovation of the existing house are different projects. Verify a proposed new-home builder through the [Ontario Builder Directory](https://obd.hcraontario.ca/) and review the [HCRA's guidance](https://www.hcraontario.ca/do-i-need-a-licence/) before signing.

Jarvis currently offers renovations, additions and design, not new custom-home construction. If you are weighing improvements to your current house against a move or rebuild, the [renovate-or-move guide](https://www.jarviscontracting.ca/guides/renovate-or-move) helps organise that comparison. The renovation figures on our pricing page should not be presented as prices for a new house.

## Questions

### Is land included in a builder's square-foot price?

Do not assume it is. Ask for written inclusions and exclusions, including land, demolition, services, approvals, taxes and exterior work, before comparing the price with another proposal.

### Can I use a renovation quote to estimate a replacement house?

Not reliably. The starting conditions, scope, approvals and warranty arrangements differ. Compare each option using its own complete budget.
